a4a0eb1133 updated to reflect changes in purging requirements. Fields needed to be in a different sequence for email output and new field is used to determine if the user wants purging and how this should be costed.

320ce75fcf Changes made for BulkLoad information provided by Gareth on 5th March (new bas_dwg/102M.jpg, csv exports) 
New package mip_debug_constants.pks to be used to store compilation constants for debugging purposes (packages to use pl from mip_debug).

mip_quotation.pck modified to support exchanges based on being provided with an existing model rather than meter size. Changes to the DATAITEM_ROLES.csv to support this new field, impact on mandatory rules captured by mip_helper_special_cases.pck

dbcb349c45 Addresses #269, #280, #306. 
Add processing to make it clearer which application build has been produced and to link the schema with the correct application (AssociateSchema.sql, SetSubstitution.sql, bulk_load.sql and InstallMIP.cmd)

Changes to schema: METERS now have 'MESC_CODE'. Associated changes in the bulk_load routines and initial changes to mip_quotation.pck (needs confirmation testing).

6dd271eb4c Changes to 'mandatory' processing to address #270. Ext_dataitem_role.pdc and DATAITEM_ROLES referreed to enquiry type 'CAPACITY CHANGE' rather than 'CHANGE CAPACITY' which caused gen_mandatory not to create mandatory conditions for the 'CHANGE CAPACITY' enquiry type.
