latest bulk load 'Just' before go live, Note this bulkload change does create some errors in the costs table that can be ignored, the NGM team have tried to specify some labour costs for 25mm (Flange size) meters, there are no 25mm meters in the system and the MESC table does not have any reference to a meter size of '25mm', you can ignore the FK errors in relation to this when completing the bulk load.

New package mip_debug_constants.pks to be used to store compilation constants for debugging purposes (packages to use pl from mip_debug).
mip_quotation.pck modified to support exchanges based on being provided with an existing model rather than meter size. Changes to the DATAITEM_ROLES.csv to support this new field, impact on mandatory rules captured by mip_helper_special_cases.pck

Add module Qmax to bulk load process and quotation generation.

Add tripartite_agreement_message to mip_quotation.pck (supported by mip_tripartite.pck). Produces a message when enquiry does not meet tripartite requirements.
Removed extraneous role types for Seed/prtp.ctl and Seed/rt.ctl.
