for ticket #354 , set the apau.ctl control file to accurately reflect the page security model. Removed the file from the different builds and updated the seed version of the file. Now we'll have one consistent file for all builds.

Added auth entries for enquiry and quote menu items so SUPPADMIN don't see those menu items on the screen.

Bulk Load: Latest version of POSTCODES.csv.

Modules/compile.sql: Correction to 'report' query.
Schema/ext...: Check whether external tables have been defined before attempting to drop them.
Schema/v_...: Force creation of views that rely on PL/SQL code. Explicitly name the column returned by V_QUOTE_DETAILS.vw so that the comments can be applied.

Altered install scripts to add a base user in the seed data. Also altered install script to correctly accept a 6th parameter. Edited mip_security.authorize so that if no data is returned the system returns false.
