cae05e68a9 Address #483 with changes to DATAITEM_ROLES.csv, DATAITEM_ROLES.xls. 
Add conditional compilation for debugging.

Use correct NLS language in dads.conf

b6dc95e69c Addresses #444. The select/header lists exceeded the maximum length of the varchar2 allocated to hold them. Rewrote without the need for the varchar2s.

320ce75fcf Changes made for BulkLoad information provided by Gareth on 5th March (new bas_dwg/102M.jpg, csv exports) 
New package mip_debug_constants.pks to be used to store compilation constants for debugging purposes (packages to use pl from mip_debug).

mip_quotation.pck modified to support exchanges based on being provided with an existing model rather than meter size. Changes to the DATAITEM_ROLES.csv to support this new field, impact on mandatory rules captured by mip_helper_special_cases.pck

1f0c8e4f90 Address #303 - removed <br> from friendly constraint messages. 
Amend Qmax values defined within MESC.ctl
Fix bulk_load errors related to loading drawings through MIP_FILES
Amend mip_quotation to produce labour costs where meter size or service pressure is not a cost constraint.
Amend mip_quotation email messages.
Perform additional compilations during install to account for dependency links.
Make meter dimensions optional (mip.tab)

6bd8f2d96c Fixed bug in drawing_exists function it never returned a value if the drawing wasn't found, now returns false. Added null checks on the update association so that the where clause has a chance of working

4c10f2ae7b new function in mip_files to set the file association for drawings/enquiries and quotes. Fixed a few more bugs in the quote pdf builder, and have made a short start on getting the module drawings into the quote.

937284c062 mip_files package, contains export_table_to_csv function. This is used for the data export function of webMIP. The export_table_to_csv is called from an APEX screen, and it creates a CSV file for downloading.
