Minor internal changes to operation of cout_assert.pck and cout_err.pck.
mip_quotation.pck - made validation routines open to external processes. Added enquiry entry details to manual quotes.
Schema - Removed data_items table and amended data_item_roles to support display_sequence requirements.

Modules/mip_quotation.pck - add prty_id and owner_prty_id to quote status procedures to record the relevant roles. Add debug routine 'pl' to write a log file of processing. Tidy-up email wording.
Modules/mip_regions.pck - convert given postcode to uppercase before processing.
Modules/mip_virus_check.pck - started work on the virus checking module. So far, just have the ability to write a document to the filesystem. Added new directory, 'WEBMIP_VIRUS' to store these files in.

mip_quotation.pck - move bases and housings from main 'install' query to allow a more comprehensive 'reasoning' to be produced. Removed references to 'logger' for 'install'. Added 'lifting gear' to all 'install' quotations.

mip_quotation.pck now able to produce 'module' part of install quotes - missing labour costs.
gen_mandatory.prc modified to pass more of the 'condition' information into the application.
