hardya 6dd271eb4c Changes to 'mandatory' processing to address #270 . Ext_dataitem_role.pdc and DATAITEM_ROLES referreed to enquiry type 'CAPACITY CHANGE' rather than 'CHANGE CAPACITY' which caused gen_mandatory not to create mandatory conditions for the 'CHANGE CAPACITY' enquiry type.
