1f0c8e4f90 Address #303 - removed <br> from friendly constraint messages. 
Amend Qmax values defined within MESC.ctl
Fix bulk_load errors related to loading drawings through MIP_FILES
Amend mip_quotation to produce labour costs where meter size or service pressure is not a cost constraint.
Amend mip_quotation email messages.
Perform additional compilations during install to account for dependency links.
Make meter dimensions optional (mip.tab)

509430c718 Set the file upload procedures to call matt's antivirus routine. Also removed the original file upload field as this complicated things, users can now use the upload file button to upload files to the enquiry. see ticket #40

209d393ac5 Updated view to pick current status based on event_date rather than ID. This fixes an issue with me picking the wrong sequence. I've also corrected that.

8f66c71974 Created a virus scanning procedure. 
Download file to server, perform AV check, re-import whatever's left.  If the file isn't there, delete it from MIP as it may be malicious.

9f9265194c updated the regions so that the Ltd version of the texts appears in the quotation text column also, this should make the quotations readable.

4a938d544f Altered menu so that page 14 now displays the Admin menu option. Altered menu so that pages 19, 51, 55 and 57 now highlight the correct current items and display the admin menu structure. Fix for ticket #293

6d4a570318 fixed problem when both qmax and qmin were empty and the user attempts a standard install where a meter size has been selected. webMIP was insisting that the qmax be greater than the qmin (both are null). Altered validation to report error only if both qmax and qmin have a value other than null.

f8bf615fa8 deleted ADDITIONALITEMS LOV and then re built a new version for bug #299, this now builds the LOV dynamically rather than being fixed to AMR or EMS. This caused a problem on the FAT system as the QA team were unable to generate auto quotes as there was no lead time or price for lifting gear.

28d4c1cf72 Fix for 244, also fixed potential issue with Required metering pressure the validations are conditional on there being no in-line error messages already, that way the validations that check if the fields are numbers prevent the numeric comparison failing and webMIP raising an ugly error.

aab27144a0 Remove timestamp from output of mip_friendly_messages.pck 
Add constraint to regi_enqu_exclusions to prevent both enquiry and additional items being recorded on the same row.

Allow schema to be passed to apex_auto_install.rb.
