Where valid from is null in new meters, set the valid from to the start of the day on which they are loaded (mip_bulk_load.pck).

New package mip_debug_constants.pks to be used to store compilation constants for debugging purposes (packages to use pl from mip_debug).
mip_quotation.pck modified to support exchanges based on being provided with an existing model rather than meter size. Changes to the DATAITEM_ROLES.csv to support this new field, impact on mandatory rules captured by mip_helper_special_cases.pck

Add processing to make it clearer which application build has been produced and to link the schema with the correct application (AssociateSchema.sql, SetSubstitution.sql, bulk_load.sql and InstallMIP.cmd)
Changes to schema: METERS now have 'MESC_CODE'. Associated changes in the bulk_load routines and initial changes to mip_quotation.pck (needs confirmation testing).

Download file to server, perform AV check, re-import whatever's left. If the file isn't there, delete it from MIP as it may be malicious.

Add tripartite_agreement_message to mip_quotation.pck (supported by mip_tripartite.pck). Produces a message when enquiry does not meet tripartite requirements.

Modules/compile.sql: Correction to 'report' query.
Schema/ext...: Check whether external tables have been defined before attempting to drop them.
Schema/v_...: Force creation of views that rely on PL/SQL code. Explicitly name the column returned by V_QUOTE_DETAILS.vw so that the comments can be applied.
