altered code for OM-3 as it was referring to 'CAPACITY CHANGE' rather than 'CHANGE CAPACITY'. This meant for 'Capacity change jobs' that the users were not being forced to enter the ip details when a service pressure of IP was selected. Fix for ticket #270

fixed problem when both qmax and qmin were empty and the user attempts a standard install where a meter size has been selected. webMIP was insisting that the qmax be greater than the qmin (both are null). Altered validation to report error only if both qmax and qmin have a value other than null.

deleted ADDITIONALITEMS LOV and then re built a new version for bug #299, this now builds the LOV dynamically rather than being fixed to AMR or EMS. This caused a problem on the FAT system as the QA team were unable to generate auto quotes as there was no lead time or price for lifting gear.

Fix for 244, also fixed potential issue with Required metering pressure the validations are conditional on there being no in-line error messages already, that way the validations that check if the fields are numbers prevent the numeric comparison failing and webMIP raising an ugly error.

Changes to 'mandatory' processing to address #270. Ext_dataitem_role.pdc and DATAITEM_ROLES referreed to enquiry type 'CAPACITY CHANGE' rather than 'CHANGE CAPACITY' which caused gen_mandatory not to create mandatory conditions for the 'CHANGE CAPACITY' enquiry type.
